
The Newtown School & Association (NSCA) is a community based, certified 501(c) (3) public charity non-profit organization, located in Elkton, Virginia. The association was incorporated in 2026 to restore the legacy surrounding the last remaining schoolhouse of the old segregated school system in Rockingham County, the Newtown (East Elkton) School. The project is focused on reclaiming the school and the community's proud history.
This is exactly how the Newtown (East Elkton) School came into being. The first school in the Newtown area was built in 1887 next to the Mount Paran Baptist Church. As enrollment grew, the community relocated the school in 1921. Land was then donated by a local community member, Robert O. Nizer, to build what was then known as a Rosenwald school. The school became Newtown (East Elkton) School and was part of Rockingham County's segregated, dual public school system, serving the African American students in Elkton, VA.
